I'm not in favor of fed funding, either, but the ban creates other problems. Universities that receive fed money for other things can't do stem cell research without prohibitively expensive segregation of facilities and personnel to prove that no fed money was even indirectly involved. If the stem cell researchers use a bathroom built partly with fed money, the that might violate the ban.
