I am an anarchist, a democrat, and a monarchist all in one: I believe the ideal population of any state is one. Anything bigger than that, and you have the potential for all sorts of problems. But that potential also exists for any state (individual) that claims more land than what is used.
Both problems must be considered; we can't address one and ignore the other. Populations grow, but living space does not.
