It is silly to hope, or expect, that Congressmen who gave themselves ridiculously wasteful pork from the latest Highway Bill will "return the money" to pay for hurricane reconstruction.
If they didn't do the right thing, and work on curbing the deficit instead of wasting billions before, why should they now? If deficits didn't matter before, why would an extra $200 billion for hurricane relief matter now?
It would be like a burglar feeling guilty not that he stole, but that he stole too much, and decides to return some of the loot.
