How Is Freedom Defined for a State?

Logan Ferree looks at the libertarian and Democratic potential of states.
It makes me wonder how can we define/measure freedom in a state. Here are some ideas:

1. The freedom of home schools and private schools.
2. Incarceration rates.
3. Tax burden
4. Regulatory environment for business
5. Gun laws
6. Percentage of all government expenditures (federal, state, local) as a percentage of state GDP.

These reflect a state's treatment of individuals, and also its adaptability to changing economic times. After all, an economy dependent on a workforce working for the government isn't all that free.
