Should We have signed Kyoto?

I do not know if treaties and coercive laws are needed to clean the environment. We are oil-dependent because oil companies and the government are in bed with each other, creating perverse incentives to maintain the status quo. But a de-regulated energy market would have accelerated the production of turbines and solar panels long ago. I'd like to see us head in an environmental direction, but I think the only thing government should do is tax pollution and otherwise get out of the way.
